Bugzilla's Group logic behaves the same way as Unix's group
logic.

Create 3 groups, say GroupA, GroupB, GroupC.

Make all staff members of all groups so all can edit/view bugs from
ALL groups.

Make Client 1 member of GroupA so he/she can edit/view GroupA bugs.
When Client 1 writes a bug, he/she needs to check the GroupA box only.

Make Client 2 member of GroupA so it can edit/view GroupA bugs.
When Client 2 writes a bug, he/she needs to check the GroupA box only.
