What authorities are required to change a job on AJS, or to work with
the commands list? I have a user who ought to be able to do it but
can't. I'm not able so far to determine what authority he's lacking.
He gets a message "Not authorized to change job XXXXXXXXXX". It's
message ID IJS1097, and there's nothing in the second level text
indicating what authority is needed.

Found this, not sure if it will help:
Problem Summary:
If a user receives message IJS1097 (not authorized to change job) when
trying to change a job in the advanced job scheduler, is there a way
the needed authority change can be made for globally rather than for
each individual job?
Resolution:
On the GO JS menu, select Option 5 for System controls and another
Option 5 for Change job authority. Then, specify *ALL for job, group,
and group sequence; *YES for replace authority (if necessary); and
give specific user or group profile the required authority.
