As far as the delete flag, it's the first two bytes set to LOW-VALUES
(binary 0)...

cm ksam uses ksamutil to manage ksam files

ksamutil build has no reuse parm

I think you are thinking of ksam/xl (nm ksam) which uses the build
command and has the reuse parm.
