There haven't been troublesome export restrictions even on encryption
for some time - from the US.

But if you are going to worry about export, then you have to bear in
mind that the IETF is international. US export laws are hardly the
issue. There are plenty of jurisdictions where _use_, let alone export,
of crypto is completely illegal.

Also, FWIW, hash algorithms are perfectly usable as encryption algorithms.
