    Ok so we patched up all our systems for the DST annoyance and thought
    we were good then we found that there is a JAVA patch as well!.
    Anyone know if this is really necessary and why java carries it's own
    TZ? Can it be upgraded hot ? etc etc?

    yep, a real pisser
    some java apps may get their time from JRE, and not the OS
