You're charged with auditing, you should know what to do. People
charge
$100s/hr for this type of job. Good luck pal!

In this case you have to do nothing at all:
the client already knows what they want,
so you only write a paper saying
'Yes, you are right'.

If you're running < 5.3.6 (I think) you can run a IBM developed
feature called "aixpert", otherwise, roll your own.

It sounds like you've already decided what the right answer is so I
guess you're working backwards. It strikes me that there are 2 ways to
do this: benchmarking or "magic numbers". Benchmarking would be to
load the Oracle app onto the machine, start it up and let the client
see how badly it runs. Failing that you need to find some
authoritative source that says your workload requires thus-and-so-many
TPC's or SPECMARKS or Rperf's or what-have-you and the machine has a
lot less than that. Pick your authority and your magic number.
